In the afternoon of January 30th, 2024, the signing ceremony of the Memorandum of Understanding (MoU) between the Institute of Information Technology (IoIT) – Vietnam Academy of Science and Technology was held to enhance the research exchange activities and PhD/postdoctoral training programs.

On behalf of IoIT, there were Assoc. Prof. Ph.D. Nguyen Long Giang – Vice Director of IoIT, Assoc. Prof. Ph.D. Nguyen Viet Anh – Chairman of Scientific Council, along with Vice Chairman and members of council.
On behalf of VKU, there were Assoc. Prof. Ph.D. Huynh Cong Phap – VKU’s Rector, Dr. Nguyen Quang Vu – Head of Department of Science, Technology and International Cooperation.

At the meeting, Assoc. Prof. Ph.D. Huynh Cong Phap is pleased to share some results that VKU has achieved for over 4 years. VKU was established in 2020, with an annual enrollment target of 1,500 and an average entrance score of 24 points for 14 majors of information technology, communications and digital economy. So far, VKU has had nearly 6,000 students and plans to have 8,000 – 9,000 undergraduate and postgraduate students by 2025. There are over 250 people in the teaching staff, including nearly 60 doctors and associate professors, accounting for nearly 41%. In addition, VKU has focused on connecting and building a network of over 200 strategic partners including domestic and international organizations and businesses participating in the training process, job recruitment, sponsorship and cooperation for Bilingual global programs in English, Japanese, Korean, … and implementation of many activities, games, international academic and cultural exchanging programs, practical projects, internships, business cooperation, programs taught in foreign languages, especially 100% of students’ graduation theses are written/presented in English.
In particular, VKU has initiated and organized the Conference on Information Technology and its Applications – CITA since 2012. Over the past 12 years, CITA has affirmed its prestige and professional quality in the domestic and international scientific community. Especially, in 2023, CITA became an international scientific conference with international session proceedings have been published in Lecture Notes in Network and Systems (LNNS), Springer. These volumes are cited in databases of DBLP, Scopus, Web of Science.
Furthermore, VKU has been implementing the project “Enhance education – training capacity, management and research of the Vietnam-Korea University of Information and Communication Technology in the period of 2022-2027” worth USD 7.7 million in non-refundable aid provided by the Government of the Republic of Korea via the Korea International Cooperation Agency (KOICA). This project has played a particular role for VKU in terms of management, training, scientific research, innovation, international cooperation, and enterprise collaboration. Assoc.Prof.Ph.D. Huynh Cong Phap expressed that the cooperation between VKU and IOIT will become a great opportunity for faculty members and students to research, access new technologies in the fields of information technology and automation.
Assoc.Prof.Ph.D. Nguyen Long Giang – Vice Director of IoIT affirmed that the collaboration between the two parties will bring significant values.
Assoc.Prof.Ph.D. Nguyen Long Giang – Vice Director of IoIT emphasized that the research – exchange and collaboration between the two parties are expected to bring more values in terms of scientific, economic and education for the university in the future. IoIT is committed to providing support to VKU in research activities, training of researchers, and participation in major national and international conferences. Assoc.Prof.Ph.D. Nguyen Long Giang also emphasized IOIT’s strengths in infrastructure and high-performance computing systems.
According to the recently-signed MoU, both VKU and IoIT will promote the cooperation in following main contents:
- Cooperate in PhD/postdoctoral training programs.
- Cooperate in exchange programs for lectures and researchers.
- Establish collaborative research groups suitable to both parties.
- Coordinate to develop the ASEAN Consortium for Innovation and Research (ACIR) to promote scientific research and innovation movements
- Cooperate in opening new training programs, especially in the fields of information technology and automation.
- Cooperate in co-chairing and developing the Conference on Information Technology and its Applications – CITA
- Cooperate in developing the Journal of Computer Science and Cybernetics and publishing outstanding papers of CITA in Journal of Computer Science and Cybernetics
- Cooperate in training according to the demands and needs of the labor market.
- Cooperate in research, implementation of projects related to: big data, artificial intelligence (AI), natural language processing (NLP), etc., based on high-performance computing infrastructure of IoIT; control and automation based on the IOT and Robot intensive laboratory of IoIT.
The signing ceremony took place successfully and contributed to leveraging the cooperation between VKU and IoIT. The two parties will have specific meetings to discuss more about future activities.

The Institute of Information Technology officially established in 1976 with the title Institute of Computer Science and Cybernetics. In 1989, it was renamed to Institute of Informatics (IoI). In 1993, by the merger with Center of System and Management Research (CSMR), Center of Applied Maths and Informatics in HoChiMinh City, IoI was renamed to the current Institute of Information Technology (IoIT).
IoIT is the national largest research and development (R&D) institution in Vietnam, has over 200 employees including over 50 Dr.Sc, PhD and over 20 Prof, A/Prof.
IoIT is holding the key position in the editorial board of the national top-ranked ICT Journal – Journal of Computer Science and Cybernetics and hosting the National Annual Conference on Selected ICT Issues. It is also chosen by the government to establish and operate the National Key Lab. for Networking Technology and Multimedia.
