On the morning of January 26, 2024, Assoc. Prof. PhD. Huynh Cong Phap – Rector of VKU attended the ceremony to announce the decision to establish the Da Nang Center for Research and Training of IC Design and Artificial Intelligence and representatives of Da Nang’s training units gave presentations on proposing policies at the Forum “Da Nang with Policies to welcome the wave of investment in developing the IC and AI industry”.

The forum “Da Nang with Policies to welcome the wave of investment in developing the IC design and artificial intelligence industry” was hosted by the People’s Committee of Da Nang City with the participation of representatives of ministries and branches: Plan and Investment, Information and Communications, Science and Technology, Finance, National Innovation Center (NIC) under the Ministry of Planning and Investment; Representatives of relevant departments, branches and central agencies in Da Nang city; Representatives of leaders of some domestic and foreign IC design and artificial intelligence companies in Da Nang interested in investing in Da Nang city; Electronic businesses in high-tech parks and industrial parks in Da Nang related to the fields of microchips, semiconductors and artificial intelligence; Representatives of incubators and innovative start-up businesses in Da Nang city; Danang University and other universities in Da Nang and neighboring areas.
As a representative of Da Nang’s training units, Assoc. Prof. PhD. Huynh Cong Phap shared about the urgent need for human resources to serve the IC industry in the city, solutions to attract and nurture resources as well as remove bottlenecks in policies through the perspective of the university as a unit that trains, nurtures, develops and provides human resources.

According to Assoc. Prof. PhD. Huynh Cong Phap, VKU is a leading public university in training information technology, communications and digital economy. The school provides application-oriented training. The school’s students learn technological knowledge right from year 1 and year 2 along with enhancing foreign language skills in English, Japanese, and Korean. In addition, VKU also proactively invites experts from businesses to participate in the training process to improve students’ capacity in practicing soft skills, grasping knowledge of technology, and gaining practical access to enterprises’ projects. With advanced training programs and innovative methods, VKU has gradually built and is ready with a team of nearly 30 full-time lecturers in the fields of microelectronics, integrated semiconductor circuits, and computer engineering (VKU is expected to send 3 lecturers to Korea to do PhDs and Postdocs in the field of IC in the near future); Deploy IC design labs from Korean ODA project funding (10 billion VND), a new technology lab sponsored by Nam Long Group and IoT and microchip labs worth nearly 20 billion VND Dong from the WorldBank project of Danang University; Build a space for research and innovation and start-ups. On the other hand, VKU has announced 2024 enrollment campaign with 60 positions for IC Design engineers, enrolling short-term training program with switching and accelerated courses in IC design (6 months). VKU is also planning to provide Master’s courses in IC and AI and offer some new majors like packaging, testing, microelectronics, etc. along with many outstanding policies to attract learners in terms of tuition, financial and accommodation support. It is expected that by 2026, VKU will enroll PhD students in IC and AI.
Through the presentation given at the forum, Assoc. Prof. PhD. Huynh Cong Phap proposed to Da Nang City a number of solutions on policies to develop, attract and train human resources for IC design and artificial intelligence industry as follows:
- For the Government, Ministries and branches: (1) There need to be many solutions to promote more universities, organizations and businesses to participate in formal and accelerated training programs as well as short-term workshops; (2) Adjust preferential tuition policies, scholarships, and credit policies for learners; (3) Intensify key investment in facilities and infrastructure through specific projects; Build a science and technology fund together with a funding program for research and innovation and start-ups; Adjust or improve procedures for receiving aid and sponsorship from abroad to make it easier to access international support funds; (4) Improve procedures for inviting foreign experts and professors to work.
- For Da Nang city: (1) Danang City needs to develop a project to retain and attract human resources with specific policies such as sponsoring tuition for students with household registration in Da Nang, supporting/financing accommodation expenses for out-of-town students studying ICT and IC in Da Nang; (2) Implement short-term accelerated training and coaching programs (3 months, 6 months) with a team of source lecturers selected from universities in Da Nang and select excellent last-year students or graduates in Da Nang; (3) For businesses participating in recruiting university students, there should be a scholarship policy to compensate part of the training costs for learners; (4) Have policies of financial and accommodation support for overseas Vietnamese experts and foreigners; (5) The city needs to build an IC and AI Development Fund to support scholarships and sponsor startup competitions, innovation, and research; (6) Construct shared infrastructure and research and training laboratories; (7) Build a shared expert database, recruitment needs of organizations and businesses and human resource forecasting.
With the potential and direction in the coming time, VKU hopes and believes in the proper and timely leadership and direction of Da Nang City to soon develop human resources to serve the IC industry, thereby contributing to strongly innovating the city’s economic growth model in particular and making a small contribution to development and human resources for a prosperous and powerful Vietnam.

DSAC Center has 03 main functions: (1) Train and foster human resources in the fields of IC design, semiconductors, and artificial intelligence. (2) Support to attract investment in IC and AI. (3) Link and cooperate with domestic and foreign partners to support and promote activities of research and incubation of start-up businesses in the fields of IC design, semiconductors and artificial intelligence.
